The dockworkers of Halwa — in practice the city’s sixth gang. (GM)
What We Know (all GM)
- Nominally answer to the Harbormaster of Halwa, but hold their own territory, subculture, and practical autonomy on the waterfront.
- Their identity is less a political program than one strong norm: everyone else stays out of dock affairs and dock territory.
- Membership cuts freely across the five Clans of Halwa — a person can keep inherited clan ties while the occupational dock identity takes precedence on the waterfront.
- Together with the Harbormaster they make the harbor a jurisdiction of its own: he controls maritime procedure and tradecraft; the crews determine much of what happens among the labor force and inside their territory.
