The five local clans that actually run Halwa — essentially criminal clans. (S4)
What We Know
- Five clans operate in the city; they are the closest thing to local power in a fractious Free City. (S4)
- Named so far:
- The Uru clan — recently angered by Father Ignacio, the new western priest. (S4)
- The clan of Fajan the Younger (name unspecified) — Fajan took over from his father and has been more violent to establish himself. (S4)
- Halwa’s clans almost never unite; the great exception was the campaign of rebellion that poisoned the would-be conqueror Kraus ~200 years ago. See Kraus’s Folly. (S4)
The Killings (S5)
- Gang violence is heating up, widely attributed to the recent leadership changes among the clans.
- During the party’s desert trip, at least half a dozen gang members were killed — across multiple clans, not one. The deaths were rumoured to be unusual in some way, and the clans were frightened. More leaders died afterward, the worst-reputation ones first, though the rate was dropping by the time the party sailed.
- The party knows what the clans don’t: it is Madeline Foussard, hunting through Halwa’s criminal class while she looks for Constanza Bethlen’s trail.

Speculation
Nine coordinated thugs in a market is clan-scale muscle, not street crime. If a clan is behind The Halwa Ambushes, the question is which one — and who hired them.
